是不是所有的主语从句都可以改成It is...that

例如：Whether we will go for an outing tomrrow remains unknow. Who will be our monitor has't been decided yet. Whom we must study for is a question of great importance. What caused the accident remains unknown. Whatever you did is right. Whose watch was lost is unknown. 请帮以上句子进行IT is...that...的改写，谢谢！

主语从句如果是个问句，那么连词就不能用that，只能用那个问句的疑问词。
