正文： 我国目前中小企业融资难存在企业本身、金融机制、政府三个层面的原因，即内外因，为此要制定相应的治理对策：企业要加快发展，切实提高盈利能力，增强自身信用观念，努力拓展融资渠道和方式；金融机构要解放思想积极创新，逐步消除对中小企业的金融抑制，建立多层次的信用担保制度；政府要完善政策法律法规，加大对企业制度支持和金融扶持力度。
