I think how munch tips you would pay depend on the food and services in the restaurant. If you are pleased with the food and services in the restaurant,but you haven't enough money,you may pay low wages to encourage the service people to work better .Of course,you also can leave a little tip or spend more money on services.It can show pleased the customers is with the service in the restaurant.

get low wages 一般不用wages，用SALARY。

首先你的这句话句式杂糅，表达也不好，用词错误，同时让人费解。以下是帮你改正的：
are pleased with 改成：are satisfied with 对.......满意。
you may pay low wages 将may改成could，因为may是说某件事情的可能性。这里是状语从句，表条件从句的。所以不能用。
encourage sb to do sth on sth
这句话你自己再改改。
