Multiple regression shows that, of infectious disease, temperature, evolutionary novelty and [average years of education], infectious disease is the best predictor of intelligence by a large margin.10
They propose that this could be explained by the body diverting resources from brain development to immune response over the course of a lifetime. Since an economy in which people’s intellectual capacity is stymied because of poor health is likely to be economically poorer, it will also be one in which the vulnerability to continued ill health is more acute. Again, ill health seems to be self-perpetuating. Again, medical experts would have an incentive to leave just when the need for them is greatest.
Yet there are still more and even subtler effects of the phenomenon. In taking the élites from developing countries, the brain drain deprives those countries of the nascent middle class that provided the fuel for political and economic development elsewhere. Civil society might not take root in South, the thought goes, because those who would nurture it are able to leave, which condemns it to continued underdevelopment. Moreover, if governments realise that people are more likely to leave the better their education, they will have less incentive to provide any education at all; and this means all will suffer. Kapur and McHale suggest that Pakistan’s abortive civil society may provide a case in point.11
The overall effect is simple and twofold: first, serious problems of welfare facing South are left unaddressed; second, those problems may become worse as South becomes ever more deprived in comparison to North, and this may create a vicious circle. It is not difficult to see why we might have an intuition that there is a significant moral aspect to the brain drain.
