a pair of shoes （一双鞋，pair是单数，所以后用is）
two pairs of shoes （两双鞋，所以pair用复数形式，所以后用are）

我开始也是这么认为的，可是学生提出：课本当中用的是are they。我把那篇课文打出来啊
