2004年以来，珠江三角洲地区出现的“民工荒”问题引起了人们的极大关注，有关部门调查显示2007年广东省的招工形势仍然严峻，缺口将达到200多万人。民工短缺不但影响企业的生产经营，还会影响到地区的可持续发展。“民工荒”的出现有着深层次的社会、经济原因，它反映了珠三角地区劳资关系的严重失衡，暴露出我国经济发展中的诸多问题，说明了我国长期以来所存在的以低廉的人工成本去获取国际贸易竞争优势的这种发展模式有一定的局限性。
本文把“民工荒”现象的出现划分为表层原因和深层原因两个部分，并对其进行分析，得出“民工荒”并非是市场自然调节的结果，而是由经济因素、体制因素和观念因素所决定的。从而主张政府应该积极去应对，要从根本上去解决“民工荒”这一问题，必须得从企业、政府、个人三方面着手，并就此提出自己的想法和对策
研究“民工荒”问题，不仅有助于缓解珠三角劳动力的供给难题，推动经济社会稳定发展，加快我国建设和谐社会的发展进程，还有利于督促政府强化公共管理职能，完善相关的法律法规，努力探索全面建设社会主义和谐社会的发展新模式。

Since 2004, the “shortage of migrant workers”problem in the Pearl River Delta region has drawn a great attention in the whole society. Some inquiries revealed that the job situation in Guangdong Province in 2007 is still grim, and the gap will reach more than 200 million people. Shortage of migrant workers will not only affect the production and operation of enterprises, but also will affect the sustainable development of these areas. the emergence of "Shortage of migrant workers" was due to deep-seated social and economic reasons.It suggested a serious imbalance of the labor market in the PRD areas and exposed many problems .It also suggested that the existence of low labor costs to acquire competitive edge in international trade had many limitations.
In this paper,the causes of "Shortage of migrant workers" was divided two parts,including the surface causes and the underlying ones.And the "shortage of migrant workers" problem is not naturally adjusted by the market but the result of economic factors, institutional factors and perceptions of decision factors.Thus the paper advocated that the government should take steps to deal with that in order to fundamentally tackle the "shortage of migrant workers" problem.The issue must be tackled from three aspects,including the enterprise,the Governments and the individuals.
Researching on this topic helps to ease the PRD labor supply problems,prompting the economic and social stability and development,accelerating the building of a harmonious society in China's development process.And it also helps to urge the government to strengthen its public management functions, improving the fixing of laws and regulations, and developing new models related to explore a comprehensive building of a harmonious socialist society .
