选A的话，整个句子也不是个强调句啊。强调句中，that必须充当一定句子成分，是不能省略的。如果将A填进去，变成it is the building that the students have ……，that 无法充当任何成分。正确的形式应该是it is the building in which……，这里的In which其实就相当于where了，因为指代的是地点。
