摘要：人口的老龄化是21世纪世界各国各地区的普遍趋势。人口老龄化问题及其影响，已经引起社会各界的重视，成为国内外专家学者的研究热点。
衡阳市位于湖南省南部，有“雁城”之称，是湘南最大的城市和政治、经济、文化中心，是湖南省第二大城市。衡阳老龄人口的现状是制定一系列应对人口老龄化对策的基础，笔者利用最小二乘法构造了我国人口老龄化的二元回归预测模型，得到2005～2050年衡阳人口老龄化（65岁以上）系数，并依此预测出衡阳老年人口数量多、老龄化速度快、高龄趋势明显等特点。
并针对老龄人口问题从稳定低生育水平、转变观念、保持经济又好又快发展、合理配置和利用劳动力资源、完善社会养老保障体系、健全法规体系等方面提出相应的对策措施。

Abstract: the aging of the population is 21 century the general trend of the countries around the world. The problem of aging population and its influence, has drawn the attention of the society from all walks of life, become experts at home and abroad research of the hot spots.

Hengyang city in hunan province is located in the south, has "the wild city" say, is the largest city of hunan and political, economic and cultural center, is the second largest city of hunan province. The present situation of hengyang the ageing population is establish a series of measures to deal with the foundation of the aging population, the author USES the least square method constructed the population aging in our country, the binary regression forecasting model, and gets 2005 to 2050 hengyang population aging (65 +) coefficient, and in accordance with the prediction that the elderly population quantity, hengyang aging faster-obviously, trend, etc.

And in the light of the aging population problem from stable low birth level, to change ideas, to keep the economy yet fast development and reasonable allocation and use of labor resources and perfect social old-age security system, a sound legal system, put forward the corresponding countermeasures.
