我个人觉得这道题的逻辑是这样子的：前提1：到91年M地有2450人到达65岁，符合申请要求。
前提2:91年一共有超过3000人申请。
可能的结果：1.多出来的人是移民来的。
2.多出来的人非移民来的；而是本地的65岁以上，非65岁的。
文中直接推出结果1，而忽略了结果2，显然不严谨。
答案是需要支持文中的推论，显然assumption就需要用来排除结果2的情况。
而E答案的意思是91年申请的人，都是刚开始有资格申请，言外之意，都是65岁，没有65岁以上的。刚好排除结果2.
D选项是说，在65岁或以上的移民中，全部都申请了discount card。支持不了吧。。。。。
就算没全部申请，一部分申请，也可以啊。
所以，我觉得答案应该是E才对。
