看来你对从句不熟悉。
这句话是复杂句，由主句和从句构成。主句和从句都分别有独立的谓语，在这里的情况是系动词is 的过去式was.
我把两句话拆开来给你看，
主句：This bridge was at a cost of one hundred thousand yuan.
你的原句里就没有系动词was。 因为at a cost of ...本身是介词短语，不能作为句子的谓语。所以它前面一定要使用系动词is 的一般过去时态，即was.
从句：This bridge was built last year. 这里的be+ built是被动语态的一般过去时形式。

现在将主句和从句合并，从句的主语this bridge 省略掉，用which 引导从句，which 的先行词是全句的主语This bridge. 即成为：" This bridge which was built last year was at a cost of one hundred thousand RMB."
