2. plan经常跟介词for连用。一般翻译成...的计划。

   which引导非限制性定语从句，我觉得是指代Moscow, it's指的是Moscow's, 就是说莫斯科和欧盟的关系因为俄罗斯在乌克兰冲突中的行动而紧张起来了。

3. 关于不实传言还有特洛伊木马等等：如果我是去雅典的那个人这个问题才是合理的，他说，我们没有强迫任何人做任何事。

   不定式作定语用来修饰被序数词、最高级或no, all, any 等限定的中心词，比如你举的那两个例子，一个是序数词，一个是最高级。不是任何情况都能用的。这里going to Athens是现在分词短语作定语。

4. 没必要强调过去的过去, 没有明确的过去的动作需要对比的。

可以说被停止，也可以用主动态。我觉得莫斯科并不是刻意去停止希腊对其的出口，句子不是要强调莫斯科停止希腊的出口，而是对欧盟的禁运以至希腊出口停止这个自然的结果。
