血精 = hematospermia. It is usually associated with inflammatory conditions of the seminal vesicles or prostate. It can happen in any age. Hematospermia is usually self-limiting and can resolve on its own in 1 or 2 months. If it presists more than couple of months, then a detail history and workup are needed. Go talk to your doctor.
During workup, not only prostate and seminal vesicles needs to be checked, but also penis, urethra condition check. You also have to rule out infection of the renal system
