形成于计划经济体制下的我国现行户籍管理制度在新中国成立以后的一定时期内，基本适应了计划经济条件下国家对劳动力、消费品等实行计划分配和严格控制城镇人口增长的需要，促进了城乡经济和社会的协调发展。但随着市场经济的逐步确立，现行户籍管理制度已越来越不能适应社会和经济发展的要求，其内在的弊端使其成为制约中国市场经济发展和社会全面进步的瓶颈。改革户籍管理制度，是进一步解放和发展生产力的客观要求，是建设社会主义市场经济的必然选择。
本论文试从探求户籍制度形成演变的过程入手，在肯定其历史成绩的前提下，找出现行户籍制度的内在缺陷以及面临的现实挑战，在总结国内各个地方改革试点的可行性经验的基础上，提出中国户籍改革的最终方向和目标以及相应的实施措施，以期对中国户籍改革研究和实践有所帮助。
