①出台法律是说introduce the law还是enact the law呢？还有，制定法律是用make吗？
②某方面的法律是介词是用in吗？
③personality表示“人格、性格”的时候可不可以用ugly、bad、good这样的词来修饰？

1. enact应该更好一些。制定法律应该可以用make,也可以用enact

2. 我不觉得这个地方的介词是强制性的，用on, about 神马的应该也可以。你可以直接说什么法律啊，eg. Education Law。没必要那么啰嗦吧。

4. 首先not mention用法不正确，应该是not to mention doing sth，意思是更不用说。我不确定可不可以放在句首，但是我从没见过放在句首的句子，你懂的，，，如果你要写从句你用that,你不写从句就不用that啊。而且你第一句话写得有问题。are 和abandon是两个动词，不能同时出现在一个句子里。要么你就不要用there be 句型，要么你就在people后加一个who，将其改成定语从句。
