一般不通知也无大碍，但为了表示对面试者的尊重与显示公司的大气，您可以说：

After careful consideration, we have come to a decision that your qualification do not match our particular requirements as closely as we would like. Therefore, we are unable to offer you the above mentioned.
Please be assured that our decision is in no way questioning your ability to be successful in other applications. Our particular requirements may not be needed in other organizations.
Thank you again for giving us your time and the opportunity to consider your application. We wish you every success in making a career decision that will prove entirely to your liking.

经过我们仔细的考虑，我们觉得您的资质与我们特殊的要求不够匹配，我们无法提供给您所申请的职位。
