摘要
随着我国社会主义市场经济的发展，政府、市场与社会的分化日益明显，城市社区自治成为社会发展的必然趋势。源于中国计划经济时代的以“单位制”为主，“街居制”为辅的社区管理模式已经不再适应社会的发展。为了适应新时期社会及经济形势，社区自治管理模式应运而生。从宏观上来看，社区治理模式的转变意味着经济体制转型与政府职能转变；从微观上来看，这种转变意味着的中国公民自治意识的增强以及公民自治权力的增长，直接表明了我国社会加强基层民主建设决心。所以，本文就从管理主体与管理方式这两点入手，把社区治理模式划分为“行政管理型社区”与“公民自治型社区”。在界定清楚两种不同的社区治理模式后，本文就新旧两种模式的转变过程来看中国的城市社区改革，最后在进行比较分析的基础上对当前中国城市社区的发展做一简单评价。

Abstract along with our country socialist market economy's development, the government, the market and society's differentiation is day by day obvious, the urban community autonomous becomes the social development the inevitable trend. Stems from China planned economy time by “the system of units” primarily, “the street occupied the system” already no longer to adapt society's development for the auxiliary community management pattern. In order to adapt the new time society and the economic situation, the community autonomous management pattern arises at the historic moment. From macroscopic looked that the community governs the pattern the transformation to mean economic system reforming with the transform/shift the government functions; From microscopic looked, this kind of transformation means the Chinese citizen autonomous consciousness's enhancement as well as the citizen autonomous authority's growth, had indicated directly our country society strengthens the democracy at the grassroots level construction determination. Therefore, this article obtains from the management main body and mode of administration these two spots, governs the pattern the community to divide into “the administration community” and “the citizen autonomous community”. After the limits clear two kind of different communities govern the pattern, this article on the new old two kind of pattern's transformation looked that China's urban community reforms, finally in carries on the comparative analysis in the foundation to make a simple appraisal to the current Chinese city community's development. key word: The administration community citizen autonomous community community reforms
