中国09年外贸走势不确定性较大
09年第一季度我国进出口总额为4,287亿美元，同比下降24.9%，进口降幅明显大于出口，总体来看，09年外贸走势的不确定性较大。
一是全球经济、尤其是发达经济体何时走出低谷尚存在很大的不确定性。虽然近期发达经济体出现了一些经济回暖的信号，但其基础尚不稳固，尤其是美国经济可能要到三季度才止跌回升。国际市场需求是影响我国出口最重要的因素，如果外需较迟恢复，我国出口将面临较大的外部压力。
二是此次危机是否会对全球经济造成结构性影响，以及出现什么样的结构性调整也很不确定。例如，近期美国储蓄率的上升或国际直接投资也有可能出现新的结构性变化，这些结构性变化不但对我国短期外贸有影响，而且对中长期外贸影响更大，我国长期形成的外贸增长模式可能因外部冲击影响而进行深刻调整。
三是国际市场价格降幅存在不确定性。虽然09年国际市场上初级产品价格将出现同比大幅下降，但降幅多大和是否出现大幅波动尚不明朗。国际市场价格一方面对我国进口实际金额将有很大影响，另一方面对我国部分出口产品的价格也有一定影响。

——中国贸易政策的“纠偏”成本。由于中国长期实施外贸导向型战略，鼓励企业积极扩大出口，相应生产能力基本形成，而在国际市场需求减少的情况下，其供给能力很难快速得到适应性收缩，导致企业的国际议价能力受限。金融危机导致贸易需求发生剧变，企业遭遇到意想不到的压力。因此，从供给经济学的角度看，中国对外贸易出口在短期内难以迅速恢复。
