All candidates of presidential electors are party nominees. They make it clear to the public that they will vote their party candidate for the presidency. Take 2004 election for example, if more people in a state voted for the group of electors pledged to John Kerry, he won the state and was credited with that state’s total electoral votes. If those pledged to George W. Bush won a majority, he received all of the state’s electoral votes. In American elections, this is called a “winner-take-all” practice.
In the second stage, the electors meet and vote into office a President. Since all the electors, are already committed to voting a certain candidate, the second stage is actually only a formality. As soon as the first stage is over, everyone knows who will be the next President of the country.
