人类已经跨入21世纪的知识经济时代,知识经济是以人力资源和知识资本为核心的新经济,人力资源在经济生活中的核心地位,决定了企业与企业之间的竞争,将集中体现在智力资本与知识管理的竞争,说到底是人才的竞争,绩效管理作为现代人力资源管理的核心内容,其意义远不止于淘汰或晋升被考核者,更有激励和引导作用。保洁前董事长Richard Deupree 说过,“如果你把我们的资金、厂房及品牌留下,把我们的人带走,我们的公司会垮掉,相反你拿走了我们的资金、厂房及品牌,而留下我们的人,十年内我们会重建一切。”可见人才对于企业来说是多么的重要。但是在当前完善社会主义市场经济体制的过程中,国有企业改革中原有人事行政管理模式的影响仍然存在,而要从这种模式过渡到完全意义上的人力资源管理,还有一定的差距。当代企业管理中,如何根据企业的实际情况制定一套科学的绩效管理体系以改善目前企业状况,是国有企业能否跻身于世界前排经济体的关键。本文通过对人力资源以及绩效管理相关阐述,突出绩效管理在企业中的重要地位,理论与实际案例相结合,分析当前大型企业尤其是国有企业目前在绩效管理方面存在的缺陷和盲区,从而得出相应结论,在此基础上,提出与之对应的合理化建议和改善意见。
