People hold doubt why does the government allocate so much taxpayers’ money in those useless buildings rather than the most essential projects, the social security and hope primary school.开头那个hold doubt对不对，还有没有其他的而表达方法。最后那部分是不是同位语？谢谢！

hold doubt尽管有这种说法，但似乎不太容易接受。就是用doubt就行。
改错：
去掉does，allocate"拔给"应该加s： 因为这是一个宾语从句，用陈述句语序。
最后the social security and hope primary school是同位语，说明the most essential（重要的 ）projects

does去掉，allocate加s,most改成more，hold doubt对，直接写doubt也行，最后的不是同位语
