这是2012年考研英语一的第四篇文章第一段吧。我觉得解第一道题，联合会的公私和国家部门的公私没有关系，不用去管这个问题。给你说下第二个语法问题：
二、that在这里是代词，指代the number of unionists。这句话把that代换过来就是In 2009 the number of unionists in America’s public sector passed the number of unionists of their fellow members in the private sector。翻译：2009年，美国公共部门的联合主义者的数量超过了在私营部门的联合主义者。
