本文通过对土地出让收入与地方宏观经济增长二者之间互动关系的定量实证分析所得结论，剖析其中的内涵机理，旨在揭示二者之间的密切联系，并以此为基点提出对当下现实情况的政策建议。主要运用计量分析中的时间序列分析和面板数据分析相结合的研究方法，对2000年-2012年全国总量数据以及省级面板数据分别进行计量分析，得到如下结论：在城市化进程的加速阶段，土地出让收入的增加会带动地方宏观经济的增长，促进作用比较显著，同时经济的发展也对土地出让收入的作用方式及效力有着一定的影响，尤其是对处于不同经济发展阶段的地区之间进行对比考察之后发现经济发展程度较高的地区对土地出让收入的依赖性较小，反之则依赖性较大，上述结论得到验证。并且这种相互影响的关系是存在一定滞后性的，即同年期的经济指标增长不仅受到当期土地出让收入的影响，同时也会受到前期土地出让收入的影响。在定量分析结果的基础之上对二者的内在互动机理进行剖析，得出这种相互关系的影响效力并不是持续性的，因而依赖于土地出让收入的经济增长是不可持续的，基于如上提出相应的政策建议，以期能够对相关体制的完善有所助益，促进地方经济的合理有序发展。
