我感觉是语序问题吧
就应该是put something into circulation
那么就是put the savings of ....and institutions into circulation
其实我刚才表达也不太准确，into circulation是修饰put这个动词，所以into circulation放在哪里都好

第二句有省略
than (it) is raised through...
it代指的是仅仅通过taxes的这件事
